Considering that China has a state level firewall forbidding certain sites, it may be possible. They may very wel just be using a VPN to bypass the firewall which would reduce ping most likely.

That's just a VPN connection. The only way it would help is if your outgoing packets are being identified as gaming/media and set to low priority or bounced through non optimal nodes. Connecting to a VPN server near the actual game server might allow your encrypted packets to avoid that traffic shaping, but it probably won't make any difference.
