looks like you have a screen dimming app like Twilight or EasyEyes on. all apps you run for the first time will display this message if you try to allow permissions with the dimming app on. Turn off the app and try again.

Fourth icon from the left in the notification area. Seems to be one of those screen dimming apps. That seems to be the culprit, disable it and try again.
