Yes, but for practical (space) purposes you may want to use an AIO CPU water cooler. I think adapter kits for that sort of use are actually a thing.

Short answer no, long answer your GPU cooler is designed for whatever fuck off huge TDP your GPU has, the CPU cooler is at most designed for 140 watts.
