You can use whatever you want as well as install it without google apps(or as minimally as you want, only playstore, other, full package etc).
F-droid is unrelated to CM

Yes, android apps can be used on CM. You can use Google apps like Google Play if you choose to install so called Gapps.

Cyanogenmod is an Android ROM, so it would make sense that you could.
F-Droid is just a Google Play clone for FOSS android applications.
