Adaptive streaming. The size is a result of a fixed size gop. Could be 2 seconds long.

MPEG DASH. It's a means of streaming the MP4 container, which isn't generically capable of streaming. It sends multiple self-contained video files that are 10 seconds to a minute long, and they're simply played in sequence as if it was one video.
