The number in the upper right corner is 156fps, and the devs have said that it occasionally got up to 200fps, causing their game to glitch up. That said, current cards will likely manage 120fps, so it's not a hard game to drive in general. More people will lack the displays needed to show such refresh rates than lack the hardware to render the game fast enough.

CRT displays also had refresh rates, albeit fairly variable ones. If you ran at the full resolution of the monitor, you'd typically get around 75-90hz, but since games ran much lower at like 640x480, when the monitor dropped down to that resolution your refresh went up anywhere from 120-160hz or even 200hz depending on model.

The only display that operate the way you are describing are gas discharge plasma televisions, they essentially draw the image 480-4000 times per second with 1-bit of information at a time

even though they are perfectly capable of refreshing in the kilohertz range the Hollywood/Sillicone Image HDCP chips embedded in every unit strictly enforce "standard" television resolutions and will not allow any signal higher than 60hz to pass through digitally to the timing controller, it's kind of stupid because variable sync could be used to lock onto film cadence smooth out television broadcasts and things of that sort
