Well, the first thing that come to mind is the Prolimatech Megahalems. It's a passive cooler that was made for Sandy Bridge CPUs and they got a lot of attention for being a passive cooler, and also being fuckhuge.

And you'd need one on your GPU, too.

Not sure of the temps they had under load, but it can be done. I'd rather just have a fan, though. Cant hear them over my game anyway.

Zalman used to make a case that was one big-ass copper heatsink. So, technically yes, but not a very good one due to stark TDP limitations, although a downclocked 970 or a 1080, or AMD's new stuff, might stand a chance. CPU is similarly challenging and right now could only be Intel. (Maybe Zen? We don't know enough yet.)

It would run you a lot of money. Music studios have all those cases and they're not letting go of them. Also they would get too hot to touch.

You might have better luck with liquid cooling and a very large passive radiator. You might have to be careful you don't boil the liquid. Or just quiet fans. Really, that's a lot more tenable.

Had passive cooler on radeon 9600, it was gigantic compared to stock one with fan.

Also had passive cooled power supply but I never managed to passively cool CPU, could only idle with fan off.

This was all back in the day when TDP was like 1/5 of average today. I would say it's next to impossible now.

You do realize that you can get 35W Skylake CPU that's clocked at acceptable levels, right? In fact, intel's TDP figures haven't grown much if at all since Pentium 4.
