It's a dipeptide. It's made of the same stuff proteins are made of, and looks to your body like a very small fragment of one of said proteins. As for conspiracies, the larger they get, the harder it is to keep them secret. If the government was poisoning water supplies and the mainstream media was colluding with them to cover it up, it's very likely we'd have had a whistleblower by now. The government couldn't keep the tuskeegee syphilis experiment secret. They couldn't keep Watergate secret. They couldn't keep the horrible mismanagement of the Iraq war secret. They couldn't keep a massive NSA spying program secret. All these things that would be much easier to keep secret than a program of mass poisoning that they couldn't manage to keep secret. Why would they manage to keep this one secret?
"not being stupid" is a lot more than "take what 'they' tell you, believe the opposite". It's not impossible for "them" to be out to get you, and for things to have very bad consequences for society, but in the scheme of things its uncommon. Coincidence and incompetence are far more common than malice. Before you believe something, think for a second about what facts you know, and whether your explanation is really likely given that.
