Yep, and many of its original developers left when linux was released. Really a shame though, because HURD has a lot of potential as the first true microkernel/fully modular kernel. Much of the original image of GNU has faded away too. Emacs was the example of what a GNU program should look like, highly modular, and customizable using LISP.

Is there any chance of Hurd taking off if it ever gets finished?
There are already Hurd distros out there. The most relevant are Debian GNU/Hur and Arch Hurd. Search the web.
