How would you go about getting a hardwired network connection between a small computer and an Android phone? Would it also be possible to charge the phone while having a network connection?

I'm trying to make a small vision processor, and an Android phone would be perfect, but it can't have any wireless connection, as where I plan to operate it has 802.11 jammers and otherwise doesn't appreciate wireless noise. I thought the phone would be nice too because it would come with an integrated UPS.

Any thoughts?
