Why do phones, or android at least, get so many updates that often bring no noticeable improvements (and are rather a bunch of bug patches) while desktop OSes can go years without major updates? Did no one in google think about this when designing android?

You obviously have never used a desktop OS.
Yes, on the surface, Android changes a lot more than, say, Windows. But internally, Windows goes through a ton of changes all the time. They just aren't as drastic.

Mobile device planned obsolescence cycles are short. Desktop OSs' are relatively long.
