Why isn't there an universal driver protocol that would

Why isn't there an universal driver protocol that would automatically send a signal to any hardware and get in return the specifications from it as to what it is, and how to make use of it? At least to some capacity or another. Lack of drivers and lack of hardware recognition is such a huge problem it makes me think we are like in the stone age of compatibility.
