So apparently a new GTX 950 was announced by EVGA that doesn't need external power. I don't know much about this sort of thing but, is this model even out to buy yet?

I'm having trouble finding info on it, other than the fact that it exists

Because the heatsinks+fans and output connectors are taking up all the space.
Most people could just do with a single DP or HDMI port, but cooling modern GPUs requires a lot more thermal management than it did back when ATI was still alive and kicking.

Well that is what i mean. PCIE-16x has a max power draw of 75 watts... the 6 pin adds another 75 ontop of that. If a card from 2008 that used more than 75 watts of power (and in turn generated more than 75 watts of heat) only needed a single slot cooler, then why does a card from 2016 that draws less than 75 watts need a two slot cooler? Shouldn't we have gone forward in cooler tech, not backwards?

Sure, a low-powered card like a GTX950 (which has a TDP of 90 W according to NVidia) could do with a smaller heatsink. Even passive cooling could be possible. But that would require engineering and not just copying NVidia's reference design.
This is the big issue nowadays; companies are pushing their coolers onto the market, not the graphics card. Because they're the same shit with every manufacturer anyway, just slight modifications but nothing major to really distinguish your brand from the other companies.
It's marketing. And we're the ones suffering from it.

A single slot solution just isn't worth it for a graphics card that needs active cooling, it'll run too hot.

I used a single-slot FirePro not too long ago that didn't have any PCIe power connectors. That thing would run like a vacuum cleaner when I benchmarked the card for FP32 calculations and thermal readings hit high 60s. Just because it uses less power doesn't mean that it runs cool enough for a single slot cooler.

I bought pic related last december and it was ok until 2 months ago i started noticing frame drops (from +60 to less than 30 or so) and at first i thought it was a drivers issue but i clean installed 362.0 and it's still the same. is it a w10 issue?

My gpu keeps throttling up to this for no reason and gets stuck with nothing running but firefox and steam, I've rolled back the drivers several times, uninstalled a bunch of programs and it keeps happening after about 20 minutes of normal idle. Anyone have this issue?

Have you made sure the fans on the GPU are all clean? What about dust in the case?
If those are good; how old is the GPU? If you've got some spare isopropyl alcohol and TIM, might be worth cleaning & reapplying the paste.
Should also be worth seeing what wattage your PSU is. Perhaps its giving up and this is a sign of it?

When my 7970 died last summer I just got the cheapest 950 to top me off while the new cards come out this year and I can tell you - it doesn't draw a whole lot of power either way. Rarely goes over 60W.

If the "low TDP" version are more expensive just grab the cheapest standard one, it's a junker card anyway.
It's not like you'll be playing VR games or real time raytrace renders in Iray with it or somth , why throw dollars at it lmao?

It's about 6 months old. I was thinking about re pasting it but its not just the temps, the whole card ramps up like its in game and never throttles back down. Dust isn't an issue, I give the whole case a good spray every few weeks, I did pull the card out and spray after it started doing this.
