Right now windows 7. In the near future windows 10, because of dx12.

Windows 10 if you want to play games that use DX12, W7 and W8.1 for any other.
i don't know what voodoo they did with directx 12 but it seems to be helping emulators massively. so windows 10

xp if you want to play single player/local networked games
7 if the games are not that old but older than something with dx12
8 if that is the only thing you have a license for
10 if you want to play the newest games.
dualboot all of them if you have 500gb of space you don't want to be used for anything useful.

Windows is largely backwards compatible, I played XP games on 7 and 7 games on 10
