Is this line on my hdd platter normal?

it was making a clicking noise as the head moves back and forth between its 2 extreme positions, so i opened it and found this.

Did my head crash?

What do I install to fix this? Or will I have to replace the head?

It doesn't matter. You opened it and it's not contaminated. Even if you fix the crashing head it's still fucked.
Get a new HDD and restore data from backup.

Somewhat low, I don't know if anyone published statistics on it. I've had about 4 die so far in the workstations that people use here, so it's probably between 1 and 5%. Tests don't catch it, they just start giving Bitlocker issues (warnings about changed configurations, enter key and shit) and up and die a couple days later.
