Otherwise if their main source of monitoring was the unregulated by user one then lots of suing and legal problems would arise - but trough giving options and making them hard to tweak and on by default they have 0 legal problems.

That engine is complete shit in comparison to Google - no matter what I search for I will get the most relevant results as first 3-4 links while in Bing it's fucking everything but not what I was looking for.
