Actually I would argue the precise opposite. The law can only change when crimes are not hidden from law enforcement.

So long as a law does not effect the populace there will be no impetus to change said law. It is only when the people feel the law is hurting them that they will make an effort to change it.

This is why sodomy laws remain in the books despite the widespread commission of sodomy. Nobody cares if a handful of perverts that were caught fornicating in alley get the book thrown at them and have a sodomy charge tacked onto their other crimes. Everyone would care if the police were magically notified every time you received an "illegal" blow-job from your girlfriend.
