Irfanview doesn't work with webms, but there might be a plugin for it, idk. Gifs work fine. You can navigate with the arrows on your keyboard without closing the viewer. It also has things like a bulk converter etc., and it still feels light.

I remember seeing a way to customize MPV into becoming an image viewer. I tried it, but it always closed when I right clicked. It also didn't have mouse wheel zoom, but that's also configurable.

It's literally shit - it makes image look shitty and it can't play gifs + lacks features.
There are alternatives like ImageGlass that not only are lightweight and reproduce the true content of image at high quality but there are lots of useful tools discretely placed on a small ribbon on top.
