Debian minimal doesn't come with sudo either. It's just a normal package that you install like any other package, and most distros tend to include it by default since it's extremely useful.

But seriously though, it's a project that provides a suite of applications, notably an initialization program (what starts up your computer, services) and a service manager.

Ironically Arch is one of the few distros that's "just werked" for me right out of the box. I've had less things break in Arch than any other distro, probably because you only need to install stuff you use.
