That simply isn't true. Modern Carrizo APUs have a TDP of 15 watts and would offer great battery life on laptops. I think GPUs whether integrated or not are an important component of a laptop because they can be used for other things beside vydias (ie hardware acceleration).
I will admit that the first APUs released weren't that great. My A10 trinity laptop will only give me 2-3 hours of battery life if I lock the processor at 1.8GHz. But modern APUs are a lot better now.
Point is if you're gonna blow money on a laptop then it might as well have a good GPU.

Hardware acceleration is done not through OpenCL, but through ASICs or similar on the chip.
Recent Atoms can hardware decode h265 far better than a Maxwell dedicated mgpu.

These barely reach i3 performance. Besides TDP itself doesn't say a lot about battery life. Intel try to idle as much as possible and it shows. Though in a way it's hard to compare because nobody put Carrizo in a respectable laptop yet.
