Resolve against the root servers

OpenNIC, and run dnscrypt with a caching proxy like dnsmasq, pdnsd, or unbound.

This way you can hide your DNS requests from anyone listening (other than the server you are connecting to) and only the first request for each TLD will sent to the server, until the TTL expires.

No matter what you do you will be dependent on root DNS either directly or by proxy
