Vim is useful even with 0 plugins. With minimal plugins (vim-plug or vundle, minibuffexpl, powerline and nerdtree) it's already perfect for 90%+ of editing needs. Add a project manager and a C/C++ contextual code help tool and you cover 99.999% of needs.
Still, even without a single plugin it's great for all quick edits and scripts.

I tried you complete me but it's clear that it's a brittle hack. It's cute but vim was never designed to handle that kind of thing.
I use Jetbrains with the IDEAVim plugin. that way you get a well designed IDE with the vim editing. You can customize what keyboard shortcuts trigger vim and which ones trigger IDE shortcuts. It even support having a .ideavimrc
