Nope. Like mpv, libmpv is Vista+ only.
Don't use XP. It's insecure, outdated, buggy, and difficult for developers to develop for and support. Chrome has dropped support for it and Qt will be dropping support for it soon. There is no excuse for using XP in 2016.

I have a reaaaally old computer; newer operating systems just crash midway during the installation.

Okay - encoding frame accurate webms - possible or not?
I keep having one or two frames too few with --end and --length, and with --frames (estimating the duration with (end-start) * fps ), one missing, but only occasionally.

Not likely. mpc-qt is still under development, but it has already dropped support for mpv versions before 0.17.0.
It _might_ still be possible to build mpv for XP by reverting all the commits that removed XP support and disabling all the features that don't work, but it would require a lot of hackery.

I haven't had any trouble using --osd-fractions to get the cut points and --start and --end (where --end is the timestamp of the frame after the last frame I want to use.)
I also use --hr-seek, but I'm not sure if that makes a difference (it should use high-res absolute seeks by default.)

Update: fixed my lua script.
I calculate my own duration in frames from two timestamps and the fps, and round it to the nearest integer. Previous failures no longer happen, but I'm still cautious.

I don't think computing a frame count from the duration and FPS will work in all cases. The problem is, Matroska timestamps aren't accurate. They're rounded to the nearest millisecond, so I wouldn't be surprised if the calculation was sometimes off by one frame. There are also variable framerate files and files where the container-reported FPS is way out, so that method won't work at all in those cases.

Using --start --end (or --length) and --keep-open will work exactly as expected, accurately, but the resulting encode is oftentimes missing a frame or two. One frame I could deal with, but not "maybe" two.
I considered using ffmpeg in the script, but it's too much of a hassle to make the mpv-ffmpeg transition seamless. Or consider network streams.

This looks different to the degree that I think you're either deliberately messing with the mpv settings or you're using some sort of sharpening shader on the MPC-HC image.
The common algorithms (jinc etc.) should be almost completely indistinguishable even upon close inspection between the two players, and both should match the sharpness of the source image 1:1.
Assuming you did not specifically blur mpv's output, and since MPC-HC actually looks *sharper* (as opposed to blurrier), the only explanation I have is if you had some sort of sharpening filter enabled in MPC-HC but not mpv.
You should make comparisons between the same settings, IMO.
