Think about it: In your case, the video is 25 frames per second, and your monitor refresh rate is 60Hz (assuming default settings) or 60 "frames per second." 60 is not an "even" multiple of 25: 60 / 25 is not a whole number. It needs to be an even multiple because you can't refresh only part of the monitor's frame, or else you get tearing. If MPC played the video back at exactly 25 fps and your monitor is 60Hz, there would be bad tearing. The video player needs to "unevenly" repeat frames from the file (ie, for 24 fps -> 60Hz, it's 2-3-2-3) to avoid this. If your monitor refresh rate is set at a multiple of the framerate (ie, 75Hz for 25fps), then it's repeating frames "evenly" (1 video frame = 3 monitor "frames") and the video is more faithfully reproduced.

To be honest it's more of an autist thing, and I don't think it's what's going on in your case (looks more like a compression error such as missing/bad data), but I felt like clarifying.

It sounds like a problem with Nvidia's hardware decoding, VLC by default has hardware decoding disabled, MPC-HC has it enabled by default
As always, Nvidia quality, just use software decoding unless you really need to save battery
