There are two problems:
1) Fossil lobby. Upper classes are heavily invested into diverse fossil companies, this makes 'em reluctant to endorse solar politically.
2) Solar and wind are intermittent, there is a need in cheap storage.
Basically it's lack of political will.

2. high maintenance (panels have to be thoroughly cleaned every few weeks - month(s) to avoid losing efficiency)
3. high cost of setup; so high in fact that it can't exist outside of a hobby level without massive subsidies
Source: I live in Ontario where the government has signed a deal to pay 3 (three) times the going rate for power (3x = 27¢ / KWh) that is solar generated for the next 20 years. I've seen a few solar farms pop up in fields in Guelph and Welland, but even with this crazy subsidy the biggest manufacturers / producers say they might go broke.
