It doesn't need to be fancy, just good enough to run games like skyrim and GTA V.

I do. I have a lcd monitor with 1440 resolution and keyboard and mouse. Although I would prefer to use a controller over a mouse.

Get a shitty pc with a motherboard that supports a core 2 quad 6600, swap the CPU for a core 2 quad 6600, get a new hard drive, and get a Radeon HD 7850/7870 or Nvidia 770, and get a used psu (400 w will probably be OK)

I'd say you should get an Intel Pentium G4520/G3258 (overclock it) or an AMD Athlon X4 880K + AMD Radeon HD 7850 or GTX 950. If you're willing to spend a little bit more, you could consider an Intel Core i5-6600.
For RAM, just get about 4-8 gigs at a reasonable speed (1666-1800 mhz, going over that is the point of diminishing returns and serves no purpose for gaming), also try to lean towards reputable brands (Corsair, Kingston, Mushkin, G.Skill, etc.).
For a motherboard, get the cheapest one you can get that'll let you overclock your processor. Try not to fall for the "premium gaming motherboard" thing.

The easiest way to pull it off is the same way the consoles do. AMD with integrated graphics. Not the fastest thing around but it will pull off 720p and playable framerates. Better socket AM4 stuff will be around soon though.
