You -theoretically- could take over a free digital over-the-air channel if you broadcasted your content over the correct frequency, at a level of power so great that it drowns out the other frequency.
You need a powerful antenna. Now, I never said that you needed to own one.
You would need to hack the station's setup and rig it up to your content. This is, as you probably know, pretty illegal.
If you really are asking this, then its out of your scope of knowledge and your plan is hopeless.
