Developer builds are free of charge and you can literally run Windows 10 copy on your machine totally legal as long as it an Insider Preview build. You are becoming a free microsoft beta-tester like the users of Fedora, Ubuntu, OpenSUSE or any other gnu plus linux distribution which has a paid enterprise version.
But there are multiple factors you should consider before switching to Insider Preview, which are stated on MSDN and end-user agreement:

>every single update may potentially cause data loss of all user data on insider preview partition or entire insider preview hdd/ssd file system
>if you are updating your build constantly - it will become obsolete at some point so there will be no other way to update your system except complete reinstalling the fresh insider build
>every single update may cause shitloads of errors, compatibility problems, driver issues, blue screen
And a lot of other stuff, which you can find on their insider agreement, but you got the point. Microsoft is providing unstable/beta/tester (or whatever you call this) builds for free and they DO WARN you about possible consequences.
So if someone runs Insider Preview as a main daily OS and has his stuff fucked up - that's users problem and not the microsoft fault, because they warn him and advised to use separate storage drive for the installation and to not use this version unless he is an actual windows developer and needs the latest builds or may provide any sort of useful feedback to microsoft.
