Is SKY OC finally completely dead?
I'm looking to upgrade and I've read contradictory information regarding the subject. Is it possible to overclock a non K Skylake CPU anymore or not with a Z170 chip?

You can still do it IIRC if you reflash to a bios version that "updates" the microcode to a pre-patch OCable version, then update bios again to a pre-patch Sky OC bios.
intel probably made a new stepping with the updated microcode, so no.

the whole point of skylake is you can OC by a single MHz
