Because they don't want all the telemetry exposed. Besides, windows has the lion's share of the OS market, and giving away the entire source code would be a huge dent in their profits, as people could make Windows exactly how they like for free. IIRC, W10 is built off of earlier versions of windows, so past versions could be re-released for free from reverse engineering.
