not really. It's only useful for crazy overclocking. A good air cooler will handle most cases for much less money

Closed-loop coolers are kinda pointless. One more thing to break, about the cost and capability and noise of high-end air.

Open-loop can be quite a bit better. Though that better cooling doesn't get you as much overclockability as once it did. It's also a lot more of a pain to set up and more expensive. You should go open-loop if designing the thing, picking out parts, and putting it together sounds like a fun hobby project to you, that's really the point of it.
