Not entirely true. Many cross-platform applications/games are distributed with Mono, even on Windows, to have a consistent runtime environment.
So when you target Mono, not dotnetfx, you aren't locking yourself to Windows.

WPF is Windows-only though, sadly.
Related topic, what would you use to make an application that looks native on all 3 desktop platforms? Qt no longer looks like complete shit and seems to be using native widgets but I'm sure there's a catch.
