It looks like you may be able to disable the UEFI and install win 8.1 (possibly 7 / linux). The main issue there is hardware drivers for the touch pen / volume buttons. Aparently you can import them and allow unsigned drivers to bypass that problem.

I have that model of surface pro and I really like it. My main computer still has win7 and I mostly use surface for photoshop and browsing so I'm not really concerned about nsa there.
I don't really think you'd want win7 on it though since it isn't that well suited for touch screens and win8 always seemed like vista to me(unfinished and unpolished idk)

Kind of, it's called Windows 10 Enterprise LTSB.
The problem is that it is behind all the other W10 Editions in terms of updates, so there may be software and driver issues. And it still makes some connections to MS, much less than the other editions, but you only need 1 connection to be spied on.
The only way to 100% avoid Microsoft spying on you is to not use Windows or not connect to the internet.

Youre buying a piece of hardware made by Microsoft, dedicated for software made by Microsoft, and both parts are designed to communicate frequently with Microsoft servers otherwise they no longer work properly.
The device is a telemetry console much like a PS4.
