It looks like many people think that they can freely upload our internal encodes or sources if it's not prohibited in the torrents's description. But that's not allowed! See Rule #3.
Under no circumstances upload our internal encodes or sources anywhere else without uploader's explicit permission. Always send uploader PM asking for permission. Failure to do so will get you banned!
We understand that some people rent a seedbox and use auto-downloading via RSS to help build their ratio. But it has its limits. If your buffer is already 10 TB or more, stop it. Do not download hundreds or thousands of our internals just to build your ratio and delete the files in few hours or days.
Seed what you download. Pay back to the community that gives you for free.
While we're at it, also be very careful about your password, we deal with hacked accounts way too often. Use strong password unique only to HDBits and preferably enable two-step verification (you'll also get +5 BP bonus for that).

I don't know about that, I'm not on IPT, but PTP doesn't make much original content it's a general movie tracker with a big selection. They don't really contribute anything other than distribution. It's in their best interest to get the most leaks they can.

Most groups on HDB do allow you to upload the encodes elsewhere. VietHD, DON, TayTO, SbR etc. Just stay away from IDE/EA (though wolgone does upload his own encodes to PTP).
