Why doesn't Ubuntu instead build their own phones and tablets?

They could even use atoms to run desktop Ubuntu unity on the tablets. If it's not ridiculously expensive I'll probably even buy one.

Ten years ago I would've said absolutely not, there's just no hardware support, no monetary driver / business or personal need, and the entire software ecosystem is from an average-user perspective (and even a dev level in some situations) a shambled mess with no incentive to improve.

Now, I'm not so sure, There's definite business interest in targeting desktop Linux as a first-class citizen because many companies from startups to multi-billion conglomerates are using and adopting it into their own ecosystems, and for more than just dev stuff. SteamOS didn't really turn out that well but Android isn't too far removed. Even Microsoft is getting onboard, never thought I'd see that day come.
It's going to require continued investment and adoption though, and there are some markets and use-cases where it just won't catch on.
