Because the heliox20 wasn't available at the time and they already used the heliox10 for the redmi note 2 and note 3.
Note 3 pro has SD 650 because it's newer.

MediaTek announced the X20 in May 2015. Here we are one year later and it has ONE announced design win. Face it, it is a flop on 20nm just like the SD810.

Not really, I think it's pretty fucking awesome. High end phone processors are starting to match low end desktop processors.
