Apple locks down iOS, so until a software exploit is found, the device cannot be jailbroken. With every new iteration of iOS, Apple patches previous exploits used to jailbreak.

Every iphone from the 4s to the SE currently supports iOS 9.3, which is the latest iOS version. So unless you want an old iPhone 4, just get a recent iphone and wait until 9.3 is jailbreakable, or you might get lucky and the iphone you purchase will come with an older version of iOS.
