Well going on Aliexpress, picking the seller with the most orders and feedback, and choosing a commercial courier is your best bet. Also, attach a message to the seller that the item is a gift and you would like to get it unopened (these sellers will open it up and flash a non-official English rom on in by default if you don't specifically ask them not to). You can flash it yourself using the official global roms from en.miui.com/download.html . It's too simple to fuck up.

If you mean 450mA, yes, as long as you don't have any peripherals plugged into it. You can dodge the keyboard and mouse by using Synergy, and you can dodge the monitor's power usage by using a standard desktop monitor with its own power cable, or by running it headless.

H55 has limited oc capacity. You can do it, Just not as well as on a p55 board.
I'm currently on a gigabyte p55a ud3r, got my i7 870 to 4.2ghz.
If that xeon can push to 3ghz or more then it'll be a pretty decent chip.

It's completely gone as far as I know, the only partitions diskpart can see is the 100mb EFI partition, a 57gb partition for windows and I think a 500 or 700mb partition for the recovery.
For some reason the WINPE process seems to get stuck applying the install image to the windows partition, I'm trying a different usb drive right now to see if that helps.

If you haven't already tried it and you have an android, download drive droid from the play store. You can write a windows iso to an img file on your phone and host that over usb as a flash drive. You can host raw .iso or disk images and have them show up to the bios as a cd drive but it only works with cd size images iirc.

Keyboard came today. It's small, but keys are normal size. Function keys work out of box. Caps are quite easy to remove by pulling from the bottom (or side, in case of the slim ones - arrows, top line). The only thing I'm not exactly keen of is defaulting to NumLock and making F11 Fn key. Left/right keys could be full keys, too.
Funnily, there are leds for Caps, Num and Scroll lock, but keys are only present for the first two.
The Scroll Lock led can be toggled with commandxset led named "Scroll Lock", so it can be used for notifications, etc. Replace 'led' with '-led' to disable.
It's really comfortable to type on, jump is noticeable, keys feel light, but not enough to get triggered by barely placing fingers on the keyboard.

You can visually and physically unkink them using the boiling water in a cup trick by bending the kink in the cable and placing it in the cup of boiling water to soften it and mend the kink regardless if the cable is braided or not.
There's many negative reviews of the HJE120 and 8320 but I love mine. They sound awesome once EQ'd.
