MS & ubuntu devs managed to work elf binaries on windows. They made a layer between ubuntu binary's system calls and windows kernel. They preserved abi compability. Thus on windows, you can use ubuntu repos directly.

All they have to do is mimic a single command line and have it perform the same functions in windows. Probably on a program compiled in C.
