This is stupid, much of Bash's "strength" come from command line utils that have nothing to do with Bash. Many of these utils are dependent upon a Unix-like filesystem. Just because You port bash doesn't mean those utils will magically work. This will just end up being PowerShell V2.
M$ has had a "unix layer" for a long time, they discontinued it with vista(?) though. They're simply reintroducing it.

MS & ubuntu devs managed to work elf binaries on windows. They made a layer between ubuntu binary's system calls and windows kernel. They preserved abi compability. Thus on windows, you can use ubuntu repos directly.
