Its just bash (the command line) right now. It translates Linux syscalls into Windows ones (like WINE does -- but WINE is way more impressive because it wraps things like DirectX too and all that shit is reverse engineered from closed source)

This is a good starting point though. In the future, you might be able to actually download full on Linux applications with a GUI and everything and run them on Windows just by double clicking.
