There genuinely fucking isn't one that has very simple straightforward basic functionality.
I don't want to use paint to make a magically fucking work of world class art. I don't need to be able to tickle my asshole with some sort of wanktastic fucking filter or feature, I just want to crop something or resize something or draw a fucking funny face.
There is no real alternative to ms paint.

You could ponder using Kolourpaint. Also Pinta, but Pintas loading time and the way text is inserted - among other things is kind of underwhelming.

It should also be noted that ms paint opened immediately, Paint.Net had a noticeable delay.

When you say instantly you don't actually mean instantly as nothing in the universe happens instantly, everything takes time, even if you don't notice it.
Past the physical things the computer also needs to run the commands to open the program and to load it into memory from the hard drive.
It does not happen instantaneously.

Not sure about drawing a face since I've never needed that and can't tell if there are tools for that, but Irfanview is objectively the fastest program to crop and resize. The window resizes after you paste your pic so you don't have to stretch canvas first, you can just start selecting an area with a mouse without selecting a selection toom first, and cut it and press D to clear the useless borders and then just paste what you cut. Cropped image is done in 2 seconds.
