For Windows, 8.1. It's lighter and more modern than 7, and handles UEFI and SSDs a bit better. 10 is tempting what with the coming Linux binary compatibility, but from what I've seen it's slower than 8.1, the Settings app is ass and makes normal Control Panel more irritating to get to, and the botnet and forced updates have to go.
For Linux I've been alternating between Debian variants when setting up new systems.
