Loops are jump commands. When you hit the "bottom" of a loop, and the control structure evaluates to "loop again" the program jumps to the address that is the "top" of the loop.

Technically a "loop" is a high level concept. At the assembly/hardware level there's no such thing. Assembly uses jump statements to physically jump backward or forward to the next instruction. There are special registers that the jump statement checks itself against and if the register is set up in the right way then it jumps to one place otherwise it just skips the instruction.
