On linux, you can get nearly the same out of your computer with an arm CPU as most software can just be recompiled, either someone did that for you or you can do it yourself.

No, Windows RT was gimped in the sense that it wasn't an open platform like traditional windows, you had to use Windows Store to publish programs. Windows Store forces programs to use WinRT sandboxed runtime which is very limited compared to old Windows APIs. There was no other way to install a 3rd party with a standalone installer, aside from a shitty flimsy jailbreaks. So 3rd parties had no way to publish their complex programs on Windows RT even if they wanted to recompile. MS walled garden backfired on them hard >>53763803
