Who buys a brand new video card that costs $200-600 and then puts in in a 10 year old piece of shit computer? The only 32bit processors that were produced recently are atom processors and they don't sell those outside of netbooks where the hardware is locked down.

Also something that shouldn't happen in fucking 2016 but sometimes you just can't argue with people when they're paying money up front. One of our clients had ancient pos invoice/database software with serial port security dongle that simply wasn't compatible with 64 bit systems. Modernizing would mean moving a lot of data and buying software licenses for 20+ workstations.
Compare this to a simple case of installing a 32bit system and you see how that's a no brainer for them, much to our cringe.

Can confirm, I did the same thing back then. Had 2 GB of RAM but 64 bit processor, installed 32 bit OS because was told there was no advantage since I didn't have 4GB or more of RAM.

This. Windows 7 and Vista could be a bit slow on 1 gig but 2 was always more than enough. Windows 8/8.1/10 improved performance on low end systems, making 1 gig systems tolerable if nothing else.
