To get something like that you have to work towards it gradually, it takes quite a bit of tweaking. The WM is most likely awesome or i3 since those are the most popular here. but you've then got to customize the bar. do the windows decorations, icons, etc.. and I think the theme that's being run there is custom because some people are just that autistic

Good luck with that btw. i3 is one of the most annoying things to configure. Everyone uses it in floating mode anyway, so why not just install something like cwm, evilwm or openbox?
