OP, is that an MSI laptop?
Check the underside of the heatsink, you should have a bunch of white thermal pads that rest on the chips.
Poke them with a nitrile gloved finger, if they flake, tear, or otherwise fail, you'll need to get replacement pads.
Otherwise, gently clean the chips with alcohol.
Also be aware that a large batch of MSI laptop GPUS were made improperly and are thus subject to failure.

Close, seem to be thermal pad. Not as good as paste, but it can be thicker, which is need for extra chips, as you cannot provide equal pressure to such a small area.
