Cheapest fast phone with a decent camera is the Redmi Note 2.
Xiaomi sells so many phones that they are honestly the only ones that can get the huge orders for SoCs resulting in a lower quantity discount.
This is why they are the cheapest ones with the Mediatek Helio X10. They sell dozens of millions of phones while other Chinese makers only sell maybe a million or two.
Some of the low end phones from no name brands tend to have lots of problems.
Heck even the Redmi Note 2 has problems with the battery so I would advise getting a replacement battery.
