Best way to measure VPN throughput is to download something like a ubuntu torrent where you're guaranteed max speeds and the capability your VPN server is able to deliver.

Romania has one big ISP which provides gigabit internet for 10-12 eurodollars in all urban areas through FTTH. They've started rolling FTTH even for their 100mbps connections.
Thing is, those charts include average speeds, which don't mean shit in underdeveloped countries since most people are too illiterate to care about speeds. Most people in urban areas could get gigabit right now, but they don't since their current connection is more than enough for youtube and facebook. You won't get most people here to pay even 4$ more to upgrade their internet, and those 4$ would get you from 100mbps to gigabit.
TL;DR: If you want, you can get some of the speeds in the world. But most people don't care.
