everything about image files get fed through the windows imaging codecs and if these run into a problem that file is fucked until you reboot or kill and restart explorer.exe.
if this happens you can't even delete the file because explorer is still holding it open.
and to make it worse just browsing a folder containing a file with a problem is enough to trigger it.
examples can be multi page tiff files with embedded thumbnails etc.
